Kieran is the cause of "The Accident" that resulted in the Merwin Project being shut down in 2002. Since then, he has lived in isolation cells to protect the members of staff and has very little contact with members of staff unless they are accompanied by a member of security. He has been assigned to Dr. Merwin himself, and the staff must report to him before any contact with Kieran.
On Tuesday, March 5, 2002, one of the lead scientists Dr. Norman Lowery authorized a highly-experimental and previously untested chemical injection on hybrid CroCro1126.M93. CC1126 showed signs of extreme discomfort following the first round of injections, and by the second round, he was screaming in agony. Despite multiple objections from other members of the team, Dr. Lowery continued the experiment. Before the third round of injections could commence, CC1126 broke free of his restraints and attacked Dr. Lowery and his assistants before security staff could subdue him. After news of a hybrid attacking one of the project scientists, the U.S. government shut down the Merwin Project and all hybrids were relocated to Rāzna Park in 2004.
Security Measures in Place
Surrounding the Hybrids
All hybrids are trained to obey their human handlers. They are taught to respect their minders and refrain from harming others unless otherwise told to fight. These regimens have always been in place if the government had any chance of using a successful hybrid in a military capacity.
They couldn't simply leave hybrid behavior to chance alone. Each hybrid is fitted with a microchip implant when they are young that serve a variety of functions.
These measures remain in place as they have become even more critical now as Dr. Merwin reboots his project in secret. Any hybrid out of line could cost him more than his job if something were to happen again.
Within and Around the Park
Security at the park starts at the boundary but doesn’t end there. A massive wall stretches the perimeter of Rāzna Park. It was erected immediately after the U.S. government purchased the once public national park. Made of concrete, steel, and radio transmitters, it discourages most, if not all, unauthorized crossings. Armed guards are stationed at every gate. These guards rarely enter the park, leaving that task to the caretakers, though they may be called upon to help in hybrid transport. In case anyone or anything considers such a crossing past these measures, cameras are also watching every inch of the perimeter.
Inside the park is no less watched. Hidden cameras are scattered about for scientific and safety purposes. Hidden among trees, rocks, and even the water, staff in command centers can see much of the heavily used areas and trail paths. Inside the village, more cameras are hidden to capture interactions between the hybrids. Staff can observe behavior, but more importantly, they can watch the hybrids for signs of ill-health or injury.
If needed, pulling a hybrid from the park is just as difficult, if not more so, as putting one in. Pick-up and drop-off are done in the darkness of night at odd hours. The time of these interactions is kept random so as not to disturb the resident hybrids.
Within the Lab
Being as this is one of Europe's best-kept secrets, security and secrecy are essential. This starts with locks and cameras and ends with no less than the staff itself. Be aware when invited to work for Merwin's Laboratory post-Accident, consequences are dire when mistakes and offenses are made against the safety of their facility. The staff members that do join rank with the good doctor will come to understand multiple levels of security that only start at the entry.
Security key cards and photo ID are required to gain entry to the hospital and every section of the laboratory, and some areas require an additional pin code that is changed on a regular basis to gain entry. Key cards are divided into 5 levels of security; each level of security can access their respective areas as well as those of lower clearances.
Level 1 belongs to office and maintenance workers. Their key cards permit them to enter the laboratory and the offices where the inventory of supplies and finances are handled. The second level of security cards is assigned to the genetics staff. These associates track the history of the hybrids. They hypothesize reasons behind mutations, plan future hybridizations, and create the embryos that potentially could become new hybrid children. Above those working with strictly theory and in vitro are the Level 3 staff who work with the grown hybrids themselves. Staff with Level 3 clearance have access to the housing and testing areas for the hybrids and include any caretakers as well as scientists assigned to such projects. Security guards are generally left with Level 4 security clearance leaving the highest level of security, Level 5 key cards, for those working with the most dangerous hybrids contained in isolation.
No matter the level of security, all staff within the Lab have been vetted and entrusted to keep their work secret. Each individual stepping through into the lab and some staff in the hospital at ground level have signed confidentiality agreements with severe consequences if ever broken.
